Brian Meacham es profesor asociado en el Worcester Polytechnic Institute (WPI) en los EE.UU., con estudios en Ingeniería de Protección contra Incendios y de ingeniería arquitectónica. Está reconocido internacionalmente como una autoridad en el Diseño Basado en Prestaciones. Realiza investigaciones, es autor de más de 200 publicaciones, ha dado más de 200 presentaciones, colabora con diferentes gobiernos, imparte cursos universitarios, ha realizado estudios de doctorado y participó en la elaboración de documentos de orientación en estas materias. Como miembro de varios comités internacionales, Brian Meacham ayuda a fomentar los conocimientos entre la investigación, los profesionales y los responsables políticos. Fue presidente de la Comisión Reguladora de Colaboración Inter-jurisdiccional (ARI), un grupo compuesto por las entidades reguladoras de construcción de 13 países que han desarrollado códigos de construcción basados en el desempeño. Es Presidente del Comité Técnico de la NFPA sobre riesgos de incendios, métodos de evaluación y Presidente del CTC de Estados Unidos con la norma ISO TC92 SC4 – Fire Safety Engineering. Ha sido miembro de varios grupos de tareas de ingeniería y como vicepresidente y miembro del Consejo de Administración de la SFPE. Es miembro de la Comisión de la Asociación Internacional para la Ciencia de seguridad contra incendios.

Henry Persson trabaja en el Instituto de Investigación Técnica SP de Suecia en el departamento de ingeniería de seguridad contra incendios. Ha dedicado   más de 30 años a las pruebas y a la investigación con su foco principal en los problemas de incendios y de seguridad contra incendios en la industria y los servicios de bomberos, así como con la extinción de incendios como su campo de especialización. En muchos casos, sus proyectos de investigación han sido del tipo de resolución de problemas, que han dado lugar a resultados concretos y aplicaciones, por ejemplo, la construcción del equipo contra incendios a gran escala para los incendios de tanques (SMC), que ahora están disponibles en cuatro ubicaciones en Suecia.

Durante unos 10 años ha habido un considerable énfasis en los biocombustibles, y en la que él y sus colegas han trabajado en proyectos relacionados con el fuego, riesgos de emisiones durante los incendios y extinción de incendios, tanto en la biomasa sólida y residuos. Varios proyectos se han centrado específicamente en los riesgos involucrados en el manejo de pellets de madera silos, el riesgo de combustión espontánea y los problemas de extinción.

Juan A. Vílchez es Dr. Ingeniero Industrial por la Universidad Politécnica de Cataluña, desarrollando actividades profesionales en el campo de la seguridad industrial desde 1985. Es Técnico Superior en Prevención de Riesgos Laborales y actúa como Consejero de Seguridad ADR y RID para importantes empresas. Desarrolla su actividad profesional en el sector químico.

Dirige un equipo técnico que desarrolla una amplia gama de actividades de consultoría relacionadas con la seguridad industrial y el medio ambiente: tramitación de permisos de actividad, estudios HAZOP/SIL, documentación SEVESO y ATEX, cálculo de consecuencias, análisis cuantitativos de riesgos QRA/ACR, análisis de riesgos medioambientales, legalización de instalaciones y todo tipo de planes de contingencia (planes de emergencia interior, planes de emergencia exterior, planes de autoprotección, planes de intervención marítima, etc.).

Ha sido profesor asociado en la Universidad Politécnica de Cataluña durante 17 años. En esa etapa ha formado a numerosas promociones de ingenieros industriales e ingenieros químicos en temas de seguridad industrial, medio ambiente e ingeniería de proceso. Ha dirigido varias tesis doctorales.

Su labor investigadora ha dado como resultado numerosos trabajos científicos aplicados al análisis de riesgos en instalaciones industriales. Los resultados de dichos trabajos han sido publicados en revistas internacionales de prestigio (J. Haz. Mat., J. Loss Prev. Process Ind., Safety Science, etc.). Ha sido coautor de diferentes libros sobre seguridad industrial en plantas químicas, que han sido publicados por editoriales como Omega (México), McGraw-Hill (New York) y Edicions UPC (Barcelona). De todos ellos destaca el libro “Análisis de Riesgos en Instalaciones Industriales”, utilizado ampliamente en cursos de formación y que constituye un referente importante a nivel nacional y el libro “The Handbook of hazardous materials spills technology” (capítulos 22, 31 y 41), referente mundial en técnicas de respuesta a escapes químicos, incluyendo los aspectos ambientales que habitualmente llevan asociados estos accidentes.

Joaquín Lorao es graduado en Ingeniería con catorce años de experiencia profesional en el sector de la protección contra incendios.

Ha desarrollado su formación de postgrado focalizando la misma hacia la ingeniería de protección contra incendios, obteniendo matrícula de honor en la primera edición del Master en Ingeniería de Seguridad Contra Incendios de la Universidad Carlos III de Madrid en España.

Actualmente colabora con la empresa PEFIPRESA del Grupo MINIMAX en Dirección Técnica y ejerce como formador en el campo de la protección contra incendios en empresas e instituciones tales como CEPREVEN. Por otra parte, colabora con Tecnifuego Aespi en las revisiones de normas para su mejora y posterior aprobación por parte de AENOR.

Joaquín Lorao es un especialista vocacional en la protección contra incendios con un enfoque basado en la ingeniería de esta disciplina.

Ingeniero Naval y Oceánico por la Escuela Técnica Superior de Ingenieros Navales de la Universidad Politécnica de Madrid. Tras su paso por el CEDEX (Ministerio de Fomento) donde puso en funcionamiento el primer simulador de maniobra de buque en tiempo real existente en España, co-fundó Siport21 en junio de 1999. Como director general dirige, planifica e implanta las estrategias y políticas de la empresa, además de supervisar las operaciones y la consecución de objetivos de negocio.

Iribarren está especializado en estudios sobre la dinámica del buque amarrado y la maniobrabilidad de buques en puerto, tanto en el plano matemático como en modelos físicos, así como en estudios de agitación debida al oleaje con modelos físicos. En la actualidad, continúa realizando estudios como investigador en estos campos, cuyos resultados son en muchos casos motivo de publicación.

En 1997 fue galardonado con el Premio “Modesto Vigueras”, convocado por la Asociación Técnica de Puertos y Costas (ATPYC), y en 1998 recibó el Premio “Gustave Willems” de la Asociación Internacional de Navegación (PIANC), de la que es miembro y en la que colabora activamente en diversos estudios.

Completa su actividad como profesor en varios Máster y cursos de Postgrado y participa en numerosas conferencias relacionados con la Ingeniería Portuaria y el comportamiento del buque, a nivel nacional e internacional.

Brian is an Associate Professor at Worcester Polytechnic Institute (WPI) in the USA, holding appointments in Fire Protection Engineering and in Architectural Engineering. He is internationally recognized as an authority on risk-informed performance-based approaches to engineering and regulation. He has conducted research, authored more than 200 publications, given more than 200 presentations, consulted to governments, taught university courses, graduated PhD students, and participated in the development of guidance documents in these subject areas. As a member of several international committees, Brian helps facilitate the transfer of knowledge between research, practitioners and policy-makers. He is a past Chair of the Inter-jurisdictional Regulatory Collaboration Committee (IRCC), a group comprised of lead building regulatory entities of 13 countries which have developed performance-based building codes. He is Chair of the NFPA Technical Committee on Fire Risk Assessment Methods and Chair of the US TAG to ISO TC92 SC4 – Fire Safety Engineering.  He has served on several Engineering Task Groups and as Vice President and Member of the Board of Directors of SFPE.  He serves on the Committee of the International Association for Fire Safety Science. Henry Persson works at the SP Technical Research Institute of Sweden on the Fire Safety Engineering Department. He has worked for more than 30 years with testing and research with his main focus on fire and fire safety problems in industry, and the fire service and then with fire extinguishing as his specialist field. In many cases his research projects have been of the problem-solving type, which have led to concrete results and applications, e.g. the building of the large- scale firefighting equipment for tank fires (SMC), which are now available in four locations in Sweden.

For about 10 years now there has been considerable focus on biofuels, and on that he and his colleagues have worked on projects related to fire risks, emissions during fires and fire-extinguishing, both in solid biomass and waste. Several projects have focused specifically on the risks involved in the handling of wood pellets silos, the risk of spontaneous combustion and extinguishing problems.

The results of these studies have been published in prestigious international journals (JHM, JLLPI, etc.). He has co-authored several books on industrial safety for chemical plants that have been published Omega (Mexico), McGraw-Hill (New York) and Edicions UPC (Barcelona). He is co-author of the book «Risk Analysis in Industrial Installations», used widely for training courses in Spain and Spanish speaking countries. He is contributor in the book «Handbook of Hazardous Spills Materials Technology» (Chapters 22, 31 and 41), a world reference in technical response to chemical spills, including the environmental aspects.

His postgraduate training has been focused on fire protection engineering. He earned a distinction in the first edition of the Master´s Degree in Fire Safety at Carlos III University of Madrid in Spain.

Currently he is working in MINIMAX PEFIPRESA Group in Technical Management and serves as a trainer in the field of fire protection in companies and institutions such as CEPREVEN. He also cooperates with Tecnifuego Aespi at standard reviews for their improvement in order to be approved by AENOR.

After having worked for CEDEX (Ministry of Public Works) ,where he was responsible for the acquisition and implementation of the first autopilot manoeuvring model in Spain and the first Spanish real-time bridge simulator, he founded Siport21 In June 1999. As Managing Director he manages, plans and implements corporate policies and strategies. In addition, he supervises operations within the company and monitors business goals achievement.

Iribarren is specialized in studies on moored ship dynamics and ship manoeuvrability in port areas, both using numerical models and scale models. He also studies wave penetration in port areas using scale model tests and “Fast-time” and real time simulation of ship manoeuvres. Currently, he continues conducting studies as a researcher in these fields, which results are frequently published.

In 1998 he obtained the “Gustave Willems Award” of PIANC for the study entitled “Determining the horizontal dimensions of ship manoeuvring areas. General recommendations and simulator studies”. This is an International Award for young engineers and professionals within Maritime and Coastal Engineering and Maritime Transport industry. In 1997 he obtained the “Modesto Vigueras Award”, the corresponding National Award from the Spanish Section of PIANC.

He complements his professional activity imparting lectures in different masters degrees and courses and taking part in many conferences regarding Naval Engineering and ships behaviour, both nationally and internationally.

In recent years, I have actively participated in the development of Emetel business strategy; with the creation of new organizational units (e.g. cybersecurity, BE: SEC), strategic alliances and new products, some of which have evolved in the creation of their own company (e.g. AGATA TECH).
